Κοινή επιστολή 23 διεθνών και εθνικών ενώσεων και οργανισμών
(ΟΣΔ) προς τον Έλληνα Πρωθυπουργό για τη βιωσιμότητα του
Τύπου στην Ελλάδα
23 διεθνείς και εθνικές ενώσεις Τύπου και οργανισμοί συλλογικής
διαχείρισης, μεταξύ αυτών και ο ΟΣΔΕΛ, απευθύνουν έκκληση στον
Πρωθυπουργό Κυριάκο Μητσοτάκη να εξασφαλίσει την πλήρη εφαρμογή
του Δικαιώματος Εκδοτών Τύπου, ώστε οι εκδότες να λαμβάνουν δίκαιη
αποζημίωση από τις μεγάλες ψηφιακές πλατφόρμες. Προειδοποιούν ότι η
εξαίρεση των έμμεσων εσόδων από τον υπολογισμό της αμοιβής θα
υπονομεύσει τη βιωσιμότητα του Τύπου στη χώρα μας και, κατ’ επέκταση,
τη Δημοκρατία.
Το κείμενο της επιστολής αναφέρει:
Αξιότιμε κύριε Πρωθυπουργέ,
Οι υπογράφοντες την παρούσα επιστολή εκπροσωπούν διεθνείς
οργανισμούς, εθνικές ενώσεις και οργανισμούς συλλογικής διαχείρισης
(ΟΣΔ), οι οποίοι αντιπροσωπεύουν εκδότες Τύπου στην Ευρώπη, στην
Αυστραλία και στη Νότια Αφρική.
Η Ελλάδα, γενέτειρα της Δημοκρατίας, έχει διαχρονικά διαφυλάξει τους
θεμελιώδεις πυλώνες της δημοκρατικής κοινωνίας, μεταξύ των οποίων
εξέχουσα θέση κατέχει ο ελεύθερος και ανεξάρτητος Τύπος. Σήμερα,
ωστόσο, ο Τύπος –και συνεπώς η ίδια η Δημοκρατία– αντιμετωπίζει άνευ
προηγουμένου προκλήσεις σε παγκόσμιο επίπεδο, κυρίως λόγω της
κυριαρχίας πολύ μεγάλων τεχνολογικών εταιρειών (όπως η Google, η
Microsoft και η Meta) στη διάδοση της ενημέρωσης.
Μία από τις σοβαρότερες προκλήσεις είναι το λεγόμενο «χάσμα αξίας»
που έχει δημιουργηθεί στη σχέση μεταξύ Τύπου και διαδικτυακών
πλατφορμών. Οι τελευταίες αξιοποιούν το περιεχόμενο των εκδοτών
(μέσω μηχανών αναζήτησης, συσσωρευτών ειδήσεων, κατάρτισης προφίλ
χρηστών κ.λπ.), εξασφαλίζοντας σημαντικό μέρος των εσόδων τους
χωρίς άδεια και χωρίς δίκαιη αποζημίωση. Η πρακτική αυτή υπονομεύει
άμεσα την ικανότητα των εκδοτών να αποκομίσουν εύλογα έσοδα από το
έργο τους, μειώνοντας περαιτέρω τα διαφημιστικά τους έσοδα και
θέτοντας σε κίνδυνο τη βιωσιμότητα της ενημερωτικής δραστηριότητας.
Η Ευρωπαϊκή Ένωση για την επίλυση αυτού του ζητήματος θέσπισε το νέο
Δικαίωμα Εκδοτών Τύπου, το οποίο παρέχει το αναγκαίο νομικό πλαίσιο
για τη διεκδίκηση δίκαιης αμοιβής. Η Ελλάδα ενσωμάτωσε το δικαίωμα
αυτό στο εθνικό της δίκαιο (Ν. 4996/2022 του Υπουργείου Πολιτισμού) και
θέσπισε μηχανισμό διαμεσολάβησης, με την Εθνική Επιτροπή
